No this NPC is not bugged. It seems like you rather do not know spawn points.
I found him right now on channel 1, 2, 3, 4 and 5.
Additionally during event we are restarting channels in cases of any bug reports.

Housemaid potions have expiration time.
Placing them to housemaid storage and chest allowed to abuse expiration time.
This behavior was not intended, and this is a reason why they can not be placed there.

As additional option we implemented ability to reset fatigue.
This option allow players to get correct potions, and necessary buffs now.
It allow also to get small part of gold from server too.

Abilities of housekeepers can be improved to max only during event.
There is no event for now so you have to wait for it.

We applied right now additional patch.
Please close all game clients and restart your launcher.

Pyro dracos was not supposed to be part of Anniversary event, they will be with Fairy Tale soon.

Currently never wanted to skip festivals.
Currently not much time left to Haloween so it seems like we will be forced to release them just with short period of time or skip but it should not occur for snowflake one

It looks more like you do not have half of files which are required to be there.
I am not sure how you installed Arcadia, but all installer files are tested and working fine.

You just should make sure that you have all installer parts in one directory, install game and patch it.
Only issues which may appear are caused by windows defender, antivirus, smart screen so it is best to turn them off for this time.

Please always execute them as admin, and is good to turn off antivirus during it.

Did you tried to restart your computer (for make sure that all correlated processes are closed) and then start installation using last (Arcadia.msi) part?

Make sure that you deleted this file from your download directory and you not downloading it again with (1) in name.
Usually such issues come if you do not have stable internet connection, installer file can not be broken.
I can suggest you to use some kind of download managers (like JDownloader) if you can not properly download via browser.

With one of last patches we already increased amount of slots in houses for storage purposes.
For now there are no plans for adding additional spaces to bank.

In 'My Documents' directory you have 'Chronicles of Arcadia' directory where are stored all addons settings.
You can just setup everything, close your game and make backup of it.
In cases if your UI crash again you can just out it back, then all your settings will be like they was before.

In the past i also created batch script which can do it just by one click, and save it by date.

It create RoMBackup directory in place where you start it, and inside you have directory called by timestamp with all settings inside.
It is working fine on enviroments where 'My Documents' are in default place, otherwise just need to edit line 18 with new path.

Yes, this file is corrupted, and this is what you also can see in error message.
You have to download this file (and all corrupted one again).
Make sure that all .cab files (except last part) have 2GB before you start installation again.

There was no bots in Garden - they are not working here, so no bans as well.

Let me clarify again if one message is not enough.
Garden of Eden is not supposed to be place where:
1. player is staying with enabled Briar Shield, renewing it every 15 minutes and with pet looting items
2. player can farm Talent Points due to fast respawn of mobs
3. player can farm a lot of Event Items due to fast respawn of mobs

Garden of Eden is supposed to be zone where players can increase level of relationship.
With faster respawn of mobs it is even better now.
This was announced over one year ago with release (link).

Please note that this zone already give Paradise players advantage over default relation leveling.
This is a point which should be appreciated instead of trying to just take more than is supposed.
Nothing can be perfect, and we decided to improve it with last change.
Previously (link) we was unable to make mobs there without loot but we wanted - now it ispossible.

ps.: referring to Breathable Silk and economy rules:
Everyone who used normal way to farm is now on good position - he earned gold on silk.
If market is overloaded with item, players using just more of them, so they have also pay more.
Market have simple demand supply rules for biding:
1. more goods available -> less price per good -> more goods needed
2. less goods -> higher price per good -> less goods needed

Everything what is needed in this case was already said.
We all of course read and understand feedback, and wish to be understood as well.
Before everone start to attacking each other this thread will be closed, and reopened again in future.
This should give some time to read and think about in wider spectrum.

Dear players, in last days we received several reports about players taking advantage in Garden of Eden zone being in AFK mode.
It allowed to receive Talent Points and event drop without any interaction from player.
Garden of Eden is supposed to be a place where players can level their relationship.
Our Team spent some days on investigating and discussing about this issue, and we decided to perform following changes:

All mobs in Garden of Eden are friendly now
Players have to pull mobs, what require interaction from them, it is common that there is a lot of players in party if they want to level their relations.

Talent Points amount has been reduced
Garden of Eden was not supposed to be place for farm TP, but they are still required for increase relations level.

Mobs dissapear instantly after killing
It prevent overloading server with event items and runes (this mobs havent had other drop), and allow mobs to be respawned much faster, players do not need to loot anything.

It will be fixed with next patch.

Damage from Autshot not depend of level of you shot skill.
Damage from Entling Offering is increased if you level up your shot skill.

tl;dr: higher level of shot = more difference between output damage from this skills

It seems like you changed directory name when your character was online, then when you logged out your game overwrote this settings.
In such case sadly you have to set your addons once again.

Travelling Merchant
This is new item available on Paradise; you can summon NPC which allow you to:
- repair your equipment in any place
- buy Health Points herbs and Mana Points stones
- buy Poisons, Arrows and Projectitles
- buy Fusion Stones and Random Fusion Stone

Inferno of Divinity, Atlantis
- transport portal has been added to Inferno of Divinity instance
- HP phirius potions can be now used in Inferno of Divinity instance
- Transport NPC's which can port you through Atlantis has been added

Game settings directory
- game client is using from now own settings directory: My Documents/Chronicles of Arcadia
- all game and addons settings should be automatically copied to new directory*

Other changes
- Anniversary Event has been deactivated
‌ ‌ ‌players can still exchange certificates with Tina (Atlantis channel 1)
- Global Drop rate has been increased from x7 to x10
- effects of Attributes on Scout class has been changed back to:
‌ ‌ ‌ ‌Strenght 1.3 PATK
‌ ‌ ‌ ‌Dexterity 1.2 PATK

Bugfixes
- all reported textures has been fixed
- issue with a few item names in chat caused by censorship filter has been fixed
