I've tried several ways and I can't reproduce your issue.

It's possible to give Soul Bond to NPC, and it's working with Gillie Luss.

Technically, it shouldn't be possible to give a buff to NPC, if you don't have it on target.

To be able to resurrect, make sure that you always have Soul Bond buff on your character.

If you will be able to reproduce it, please record a video, so we can try to use similar conditions.

The channel only disappear when all players leave it, so when it will be useful, it won't disappear.

There are channels on COA for local communities, and they're running for months.

In reality, it's private only by its name, it's public as everyone who know it can join it.

If you ask and won't force, it won't work, but surely you can try.

The game offer a function to create a public channel for free and invite players to it.

If someone wants to, you can shout out about on world chat.

Yes, some in game activities require meeting specific conditions.

Most of them (like 100 LV with our XP boost) doesn't require much effort.

This is mostly done to prevent abusing.

It's not restricted by character level.

You can enter even having LV 1.

You can just simply delete directory with it.

We don't add any registry keys, so COA isn't listed in the control panel uninstallation section.

This quest is working correctly, and other players completing it.

You may try to change your class, to the one with lower level, or wait until you will get it.

Don't equip armor / weapon to not hit NPC too hard.

Sometimes it's required to try multiple times, but after all you should be able to complete it.
