Lightning Burn skill broken

The Warrior/Mage elite skill Lightning Burn states that "If you wear a 2-H Sword, your Lightning's Touch applies Lightning Burn that inflicts constant damage to the target."

This part of the skill seems broken because there is never any debuff on the target after using Lightning's Touch and I don't see anything in the combat log that would indicate a DoT causing damage.

Update: Had never seen this work until I killed some mobs in Xaveria and the skill seems to be working as described there.

The only thing that changed with my character is I obtained my Lv 45 Elite Skill Power Control. Not sure if that fixed the glitch or what. Still testing.

Update: Looks like the skill is working properly in other areas as well. I'm guessing obtaining that next elite skill must have fixed whatever bug was causing the issue.
