Bats outside Forsaken Abbey level 105-106

As per title. This makes some quests nearly impossible for low levels. If intentional, is there a way to avoid or delevel them?

The Brown Dragonflies in Silverspring are the same way, and additionally the spiders in Twilight Mine are called hyenas.
