The Druid's instant Briar Entwinement seems to not scale properly. At +20 the spell's actual damage resembles what a +1 or +2 version should be capable of. This was noted on a friend's account, I have not yet tried it personally.
Is this a consistent issue or is it linked to them specifically? If the latter, how can it be resolved?

This is a known issue, which could be experienced with low magical damage. It will be fixed with our planned Low Level content update in the future.
