Since yesterday the Vampire arrow does not work anymore with the Rogue / Scout.

What do you mean with "not work" ? No Damage ? No DoT ?

I just checked for myself . With both Bow and Gun it is working for me in itnal Camp .
Check if you have the correct ammunition equiped , maybe that is why its not working .
If you are using a gun you have to get to 50 Range to a target so that he uses Vampire arrow ( 50 range = directly infront the target)

Could you please share screenshot of full tooltip of skill (including ID and class with level) so we can be sure everyone is talking about same version of skill?

You are missing a patch, or more. Please install 10.4.0.5000 and newer patches manually, or re-install the client.
