Hello I come to report a concern about elite skills.
I made the elite 60 but impossible to elite 70 ... I am not received the mail and the pnj does not give me the quest to continue.

Hello,
70 Elite quest line starts with NPC Daris in class hall which will lead you to NPC Votakai in Chrysalia - Sanctuary of Balance once you finish 60 Elite quest line. You can't get quest if you get your 60 elite with Proof of Progress that bought from item shop.

To receive 70 elite quest your both classes should be 70 levels
