Is Richie event bugged?

    In the past it has been bugged. Is it bugged here? I have only seen Richie lll on all channels. I have checked several times over the past 2 days

    No this NPC is not bugged. It seems like you rather do not know spawn points.
    I found him right now on channel 1, 2, 3, 4 and 5.
    Additionally during event we are restarting channels in cases of any bug reports.
