You can enter Wailing Fjord after finishing Morrok Quest line in Sarlo.
In the end you can port in Tergothen Bay with NPC Timey Wopaits (12.6 / 64.6 at Tergothen Bay, Lechif Harbour at the ships). -
or have someone port you there but you would be missing on a lot of quests for not doing main quest line of Morrok and Toni.
