I can not find NPC called "Mystic Fortune Teller".
Do you mean Mysterious Diviner?

If so, this both NPC's are releated to Chaos Vortex instance.
One of them is kind of guide NPC, with different dialog releated to CV phase.
Second one appear during one of CV phases for cutscene.If you mean another one could you check correct name again or send us screenshot with him?
