Accept Quest Bug

If you have trouble with some quests not accepting when you click on the accept button please download an addon by the name of Streamline

This addon you may want to configure by typing /sl in your chat log.

It will automatically accept quests you select and will avoid the quest bug which you encounter in Kashaylan from Will Kanches after turning in Three Control Points.

ok, so One Foot in the Grave was skipped, so is that why Daris in class hall doesn't have the quest for me to get to Splitwater the normal way?

No, Daris is supposed to supply a new dialog in his text, once you click that dialog then Daris offers the quest, for some reason that dialog is not there.
