Actionbar works different in house

When you are in a house, reordering skills in your actionbar does work like drag and drop.
Ordering them in open world, it works click and drag and click again.

This should imho work the same in both situations. For equality reasons, I would take the latter one, so it matches the behaviour in the backpack
