Wind Spells: Plasma Arrow, Discharge, Electric Bolt, Electric Explosion, Electric Compression, Static Field, Thunderstorm, Meteor Shower, lightning.

I can never find this NPC and im not sure if it really spawns at this point. Does anyone have a screenshot of what he sells?
