Hello,
I investigated why several old Collect Resource quests that are still listed in Codex cannot be obtained from the Wells gathering NPCs.
The issue affects all three gathering professions and the following NPCs:

The current CoA database still contains all 75 related quests, and all of them are still present in the corresponding QuestNPC lists.

I compared the current CoA data with the old Runewaker gathering selection scripts.
The quest selection is based on the character's current/base gathering skill and uses the following bands:
1-10
11-20
21-30
31-40
41-50
51-60
61-70
71-80
81-90
91-100
The low-level Wells NPCs handle the lower ranges, while the high-level Wells NPCs handle the higher ranges. At 51-60, both NPC groups have different quests available.
However, there is no branch for gathering skill 101 or 102.
At skill 101-102:
- no quest gate flag is created;
- no Collect Resource quest becomes available;
- the low-level NPC redirects the player to the high-level NPC;
- the high-level NPC redirects the player back to the low-level NPC.
This creates a dead zone where none of the legacy Collect Resource quests can be obtained.
The current CoA data added the Grandmaster 100-102 gathering tier through:

428531 [Grandmaster - Herbalist] -> 647733 [Herbalism - Grandmaster]
However, the old Wells quest-selection system still only handles gathering levels up to 100.
For example, 425925 [Collect Rune Obsidian] requires gate 547646, which is only generated while Mining is between level 51 and 60. At Mining 102 this gate is never generated, although the quest is still present in Codex, QuestDetailObjectDB and the QuestNPC data for 116475 [Gary Wells].
The same 101-102 dead zone exists for Herbalism and Woodcutting.
Character level does not appear to be responsible for the issue. The quest-selection logic uses the gathering skill value instead.
Downgrading the gathering professions also does not appear to be a safe workaround. The current Grandmaster qualification quests are non-repeatable, and the distributed client data does not provide another normal writer for the 100-102 qualification flags. Therefore, I did not attempt to downgrade my level 102 gathering professions.
Could you please confirm whether the Wells gathering quest selectors are intended to stop working at gathering level 101-102?
If not, could the 101-102 handling of these six NPCs and the affected Codex quests be checked?
A possible solution may be to add a 101-102/backfill branch that allows high-level players to access their unfinished legacy Collect Resource quests while preserving the existing daily and in-progress restrictions.
