Indeed, accuracy does not change for shot/autoshot unless main hand accuracy is increased. I have since increased my main hand accuracy and my accuracy on shot has a 2% increase so far.

When I used to play scout accuracy was based off main hand weapon skill, so was vamp arrows bleed. Is this still the case?

This quest http://www.rom-welten.de/database/view.php?id=427095 I cannot seem to complete, it is part of the Morrok Quest Line.
I have tried right clicking the items over the sparkly areas and nothing happens, it's almost as though I am using model folder but I definitely do not have it, I have also tried relogging.
