RuneDev.ini Error

You can remove duplicated entries from the RuneDev.ini file using Notepad++.

Alternatively, you can replace it's context to:

[Locale]
Language = eneu
InterfaceSavePath =

[Launcher]
DisableMinimizeTray = 0
DisableAutoUpdateAddons = 0

The client isn't required to run as an administrator.

You should be able to play normally anyway.
