After using Rage Sublimation ( elite skill 60) to activate willpower blade and willpower construct sometimes it works and sometimes not. Even it is not in combat you can activated it but sometimes it doesn't works. Kindly Check please thanks

you lose your psi in certain rhythms while out of combat, same as rage, so if you got the right timing, it would work out of combat and if you dont, it wont. In combat it should work 100%.
I dont believe there are any bugs with this.
